Relations between the leaders of the deceased Soviet Union and the Azerbaijani people [in the South Caucasus] were always tense and with the hostilities from Russians in many ways.
It doesn' matter whether Leonid Brezhnev (1964–1982) governed or other Russian or the Soviet leaders governed there.
All of them caused many disciminations or injustices against the peoples who were living in the Soviet republics like Azerbaijan, Georgia, Uzbekistan, Turkmenistan and elsewhere.
In the Brezhnev's era [period of stagnation] as well as in the time of Mikhail Gorbachov [governed with his tools like "Perestroika and Glasnost"] nothing substantial happened or were done in favor of the peoples in the South Caucasus or in the Central Asian countries.

On January 20, 1990, President Mikhail Gorbachev massacred the Azerbaijani peopl on the streets of the capital Baku, Azerbaijan.
And the president of the new post-Communist Russian republic, Boris Yeltsin made the Russian proxy war against Azerbaijan.
President Yeltsin and his military men used the Armenian armed forces as the Russsian subjects and gave them weapons, fuels, money, the satellite pictures to occupy very large territories of Azerbaijan.
And that's why the colonial country of Russia is considered [by many Azerbaijani peole] as a country with an aggressive behavior and a country with the colonial ambitions.
Russia is also considered as an occupant country; a country that.has occupied the Azerbaijani territories in the past and in the present.

People with the Russian ethnicity and the Russian governments never liked the Azerbaijani people and Russians still ( in the 21th century) don't like the Azerbaijani people.
